Gloria firmly believes that women need to be a part of their own government. For this reason, she co-founded the Coastal Bend Texas Democratic Women (CBTDW) in 2003 and served as the organization's president until 2008. Under her leadership, CBTDW quickly became one of the most respected political organizations in the region through its unprecedented efforts to increase the participation of women in the political process.
In 2008, Gloria served as state president of Texas Democratic Women, an organization with thousands of members in chapters across the state, and spearheaded the group's efforts during the historic November election that resulted in change at the national level and a slew of Democratic victories in Texas.
